Radial transport is controlled by DC and RF in the HIEI tandem mirror. H-mode-like behavior by limiter DC biasing is created through the formation of radial electric field and sheared rotation. In the case with enhanced radial and axial confinement, high-β plasma(β ~ 14%) is attained. Injection of non-resonant RF reduces the peak value of the central cell density and broadens the radial density profile, which leads to the reduction of heat load onto the end plate.
