The global fusion community is beginning to take the first real technological steps toward the ultimate haven of safe, economic, and environmentally benign commercial fusion power. We can not see all the details of commercial fusion power at this distance. “Safe” and “clean” will be defined by public acceptance and, hopefully, by a rational licensing system. In this paper, we express fusion safety and environmental goals via performance measures to chart the proper course, especially the first steps to take. These measures cover accident safety, effluent control, and waste management. We should also periodically refine these goals as knowledge grows.
