The strategy of the European fusion programme for demonstrating as quickly as possible that nuclear fusion is an economically and environmentally attractive source of energy is outlined. One element of detailing that strategy is a series of physics scoping studies of a demonstration fusion reactor. These studies are briefly described, as are some of their consequences for the definition of the EU fusion programme that should precede and accompany ITER.
